Recently, more countries were restricted for card payments. The users from those countries will not be able to deposit or withdraw fiat using their cards. To work with fiat, we highly encourage them to use any other payment option available in their country.
The reason behind this restriction is that our payment processor has changed their payment processing rules. According to them, new countries are now restricted for card payments.

For these countries, note that the introduced restrictions concern only withdrawals. Card deposits in USD, and EUR stay unaffected. So you still will be able to fund your CEX.IO account with your Visa or Mastercard as well as to pay for instant crypto purchases with your card.
We apologize for the inconvenience caused by this piece of news. Meanwhile, if you need to withdraw your funds from CEX.IO, you can use any other payment method available for your country. Alternatively, you can also convert your fiat funds in crypto and withdraw them in that manner.
